According to a comment through Youtube where the video was uploaded, the man who hit the god with a metal baseball bat was Mel Reyes, an employee of the Department of Education (DepEd).
Reyes along with his brother hit the dog because of a family feud with the owner. He then said that he fears no one and walked away. He also shouted at the dog saying that it'll die later.
Along with his brother, Mel went back and tried to get the dog as they wanted to eat it. The owner protected his dog.

A petition letter was hosted in Change.org to penalize this man who is supposedly should show moral values as he belongs to an institution taking care of the country's education.
